DDO Urban Planning Programme: An approach based on resident participation

The City of Dollard-des-Ormeaux has embarked on process to redraft its Urban Planning Programme and associated regulations. The purpose of this redraft is to put in place tools that are favorable to the creation of a dynamic living environment that focuses on the quality of life of its residents. To do this, the City has chosen a participatory and inclusive approach. All the exchanges generated by this consultation process will help to identify the expectations of the population and the initiatives to be favored in order to preserve the exceptional quality of life in the City of Dollard-des-Ormeaux.

What is an Urban Planning Programme?

The Urban Planning Programme, developed in accordance with the Act Respecting Land Use Planning (LAU), is the most important official document concerning local urban planning. The Urban Planning Programme is primarily used to:

Why do we need to redraft the Urban Planning Programme?

The redrafting process is necessary in order to align the regulations with today’s reality, taking into account the emerging needs of residents, the particularities of the territory and the concerns of the council. The redraft will establish the guidelines for the City of Dollard-des-Ormeaux’s spatial and physical organization and guide the development and enhancement of its territory. The new regulations will take into account local characteristics, recent development trends and will update standards according to the needs and aspirations of the greatest number of residents.

Next steps in the process

February / March 2020: Community Engagement Survey on the development of your living environment. Keep an eye on our website for the online survey. Hard copies will also be available at the Library, City Hall and the Urban Planning and Engineering Department.

March / April 2020: Data analysis and preparation of the territorial diagnostic.

Fall 2020: Participatory workshop with residents.

The first phase of the consultation process is now complete.

Defining the city together

Until March 25, 2020, residents are encouraged to participate in a confidential Community Engagement Survey that will help to define how the City grows over time and what policies will be put in place to support local economic growth and guide the physical development and evolution of the community over the next 10 to 15 years.

As part of the redrafting process of the Urban Planning Programme and its regulations, the City of Dollard-des-Ormeaux presents the summary of the preliminary Urban Planning Programme, which provides the overarching intentions of the City in terms of urban planning. An online participatory workshop was held with various stakeholders on December 14, 2020, (see the participant’s guide) to present the vision and the preliminary orientations and the involvement of these at the implementation level and to assess the degree of citizen adherence to several of the implementation strategies. Following the participatory workshop and in a third phase of the consultation process, we invite citizens to send us their comments and briefs in writing by February 15, 2021 to projet_refonte@ddo.qc.ca , or by mail (Attention: Kerri Strotmann, 12001 De Salaberry Blvd, Dollard-des-Ormeaux, Québec H9B 2A7).
